Our purpose

PSDF’s purpose is to shape the future and well-being of our poor and vulnerable youth by giving them access to skills training of the highest standard so they can find sustainable employment and income-generating opportunities in Pakistan and beyond.

The impact we have created

PSDF started its operations in the 4 poorest districts of Punjab. Since 2016, the geographical remit has expanded to the entire 36 districts of Punjab and other districts of Sindh, Balochistan & KPK. PSDF has trained almost 600,000 underprivileged youth across Punjab. These graduates have been trained in approximately 250+ demand-driven and market-relevant trades across 8 sectors.

How the Role looks like

Provide strategic oversight to ensure the availability of the updated monitoring framework and ensure effectiveness & compliance of the monitoring framework through surprise monitoring visits, and lead the engagement and performance management of the third-party monitoring firm.

The primary job responsibilities for this role will be to:

  1. Lead the design and execution of the monitoring framework aligned with organizational goals.
  2. Manage program monitoring across schemes, training providers, and regions per business rules.
  3. Oversee third-party monitoring firms to ensure effective performance and system utilization.
  4. Conduct surprise field visits and prepare progress reports to verify service delivery.
  5. Develop and implement compliance policies aligned with organizational and regulatory requirements.
  6. Ensure audit readiness and adherence to policies during internal and external audits.
  7. Oversee the timely processing of system-generated payments, including trainee stipends.
  8. Coordinate with IT to resolve system issues and maintain operational continuity.
  9. Identify and mitigate risks to strengthen internal controls and enhance efficiency.
  10. Lead the monitoring team with strategic oversight and performance tracking.
  11. Define and track KPIs, benchmarks, and targets to assess program effectiveness.
  12. Ensure robust data collection and reporting to support decision-making.
  13. Integrate monitoring insights into strategic planning to improve outcomes.

The key performance indicators for this role are:

  1. 100% compliance with the set business rules.
  2. 100% compliance with monitoring schedules with third party.
  3. 100% compliance with reporting deadlines.
  4. 100% compliance with payment processing timelines and errorless payments recommendations.
  5.  Ensuring project activities are aligned with the approved project/s documents.
  6. Development of Android management system (AMS) & Monitoring Dashboards for management in liaison with IT team.
  7. Identification & mitigation of associated risks through generative AI.
  8. Upgradation of the Business rules engine as per approved program design.

Are you the right fit for this Job?

To apply, you must have:

  1. 16 Years of Education in Business Administration/ Management Sciences/ Social Sciences / Data Sciences/ or any relevant/similar degree from an HEC-recognized / accredited university.
  2.  5-8 years of relevant/ similar experience.
  3. Experience in monitoring & evaluation of donor-funded projects will be preferred

The experience for this role requires you to have:

  1. Analytical, organizational, problem-solving, and decision-making experience.
  2. Strong interpersonal & communication skills.
  3. Demonstrated ability to accept, lead, and create change.
  4. Action oriented and proactive approach.
  5. Strong relationships with External Teams i.e. Training Service Providers, Third Party Monitoring firm, Third Party Stipend Disbursement Agency, Trainees, Donors, and internal teams
